The letter from retired Dow Chemical Company Research Scientist, Dr. Robert F. Harris, PhD reads:
To whom it may concern:
I would like to address the TCEQ proposed air quality permit #165848 for Exfluor, a
hydrogen fluoride based chemical plant that is planned to be built on County Road 236
in Williamson County, Texas.
The notice for the proposed Exfluor facility states, "The proposed facility will emit the
following contaminants: hydrogen fluorides, carbon monoxide, hazardous air pollutants,
nitrogen oxides and organic compounds."
The critical effects of inhalation exposure to hydrogen fluoride are respiratory tract
irritation and the induction of respiratory disease, even with low level emissions. At
higher levels, as what happens in the inevitable accidental or unexpected release,
fatalities are possible.
As a research chemist ( now retired) of 40 years, and with a vested personal interest
because my daughter and her family live within the emissions radius, I believe allowing
the chemical plant to operate so dose to residential homes, ranchettes, farms and
ranches is not only irresponsible, but downright dangerous. Exfluor, by its own
admission, will emit hydrogen fluoride if this plant is built. Hydrogen fluoride should
never be released into the air where people live. This is a DEADLY dangerous gas.
Thank you, Dr. Harris!
